Citizen satisfaction is true report card of public servants, says Yogi Adityanath
Uttar Pradesh Chief Minister Yogi Adityanath announced plans to develop an AI centre of excellence and link promotions to performance to eliminate bureaucratic delays.

LUCKNOW: Uttar Pradesh Chief Minister Yogi Adityanath on Friday stated that citizen satisfaction serves as the ultimate report card for public servants, while announcing key administrative reforms to streamline governance. Speaking at the Northern Regional Workshop of the 'Sadhana Series' under Mission Karmayogi in Lucknow, he emphasised the need to eliminate bureaucratic delays that force citizens to visit multiple offices for routine work.
Drawing a parallel to the popular television sitcom 'Office-Office', the Chief Minister noted that when ordinary people are compelled to run from one government department to another, it reflects poorly on the entire administrative system. He highlighted that deliberate delays or a lack of information often leave critical issues of the common man unresolved, particularly affecting the elderly seeking pensions and farmers needing timely support. To address this, the state government is prioritising continuous capacity development and clear accountability for its workforce.
During the event, Adityanath announced three major initiatives aimed at modernising the state's administrative framework. First, the Dr. Ram Manohar Lohia Uttar Pradesh Academy of Administration and Management (UPAAM) will be developed into an Artificial Intelligence Centre of Excellence, in collaboration with the Capacity Building Commission. Second, the state will focus on enhancing the capabilities of personnel working in gram panchayats, nagar panchayats, and municipal corporations to ensure grassroots governance is citizen-centric. Third, the administration will strictly implement the 'Right Person for the Right Role' principle.
A significant structural change will involve linking the performance, achievements, and success stories of officials directly to their Annual Confidential Reports (ACRs) and subsequent promotions. The Chief Minister asserted that training must go beyond mere certification and translate into simplified procedures and timely grievance redressal. He added that an incompetent or negligent person in a responsible position is dangerous, urging officials to prioritise their duties over merely claiming rights.
The push to integrate AI and data analytics into UPAAM aligns with global trends where technology is increasingly used to accelerate governance and improve decision-making. Globally, citizen satisfaction with public services is heavily dependent on the speed and ease of access, with international data showing that timely service delivery significantly boosts overall trust in government institutions. By tying promotions to tangible public service outcomes rather than just tenure, the state government aims to shift the bureaucratic culture from rule-bound processing to result-oriented service delivery.
As the state moves towards a more tech-enabled and accountable administrative model, the effectiveness of these reforms will depend on their grassroots implementation. Strengthening local bodies and ensuring that the right competencies are matched with appropriate roles will be critical in transforming the citizen experience from a bureaucratic hurdle to a seamless service.
