At a dialogue in Nava Raipur, the chief minister outlined a digital‑driven growth plan focusing on welfare reach

Chief Minister Shri Vishnu Deo Sai presented the state’s “Viksit Chhattisgarh 2047” roadmap during the Seva Sankalp dialogue held as part of the Viksit Chhattisgarh Conclave 2026 in Nava Raipur. The event, organised by ET Government, brought together the CM and senior media editors for a fireside chat on the state’s future priorities.

Digital governance as the backbone

The CM highlighted the rollout of several digital tools to improve transparency and monitor scheme delivery. These include the e‑Office system for government work, the GeM portal for open procurement and the Atal Monitoring Portal that tracks implementation of welfare programmes.

Targeted welfare schemes

Under the Mahtari Vandan Yojana, about 68 lakh women receive a monthly assistance of Rs 1,000, while 13.85 lakh women have become “Lakhpati Didis” through financial inclusion measures.

Industry and investment drive

The Industrial Policy 2024‑30 aims to attract investment proposals exceeding Rs 8 lakh crore. Incentives are offered to sectors such as pharmaceuticals, textiles, food processing, electronics, information technology and data‑centres, with additional benefits for women and Scheduled‑Caste/Tribe entrepreneurs.

Infrastructure and post‑Naxal progress

Deputy Chief Minister Arun Sao reported that administrative approvals worth Rs 12,666 crore have been granted for roads, bridges, culverts and public buildings in the last two and a half years under the “Anjor Vision” plan. Deputy Chief Minister Vijay Sharma noted a “new wave of change” in Bastar, with fairs and cultural events returning after the decline of Naxal activity.

Leveraging natural assets

The vision stresses the state’s forest resources, minor forest produce and tourism potential from sites such as Chitrakote, Bastar and Surguja. The CM described this as the foundation of a distinct “Chhattisgarh Model” of growth.

Online self‑enumeration for Census 2027;

On April 16, the CM, together with Vidhan Sabha Speaker Dr Raman Singh, inaugurated the online self‑enumeration phase of Census 2027. Residents can register family details on a central portal between April 16‑30, answering a 33‑point questionnaire. A unique 11‑digit Self‑Enumeration ID is generated for verification during field visits. The census will run in two phases: a houselisting and housing survey from April to September 2026, followed by population enumeration in February 2027. For the first time since 1931, the census will include a caste‑based count alongside data on Scheduled Castes and Scheduled Tribes.

Publication and outreach

A booklet titled “Seva Sankalp Abhiyan – 25 Years of Service” was released at the dialogue. The CM also used social media, posting on X that the vision engages youth, women, farmers and traders to build a prosperous and sustainable future.

“Envisioning a Viksit Chhattisgarh by 2047! We're engaging with youth, women, farmers, and traders to create a future of prosperity and sustainability.” – Vishnu Deo Sai, X post.
