SRINAGAR — A viral video of a senior Indian Administrative Service (IAS) officer allegedly hurling profanities at a female subordinate during an official virtual meeting has sparked widespread outrage in Jammu and Kashmir.
The officer has been identified as Kumar Rajeev Ranjan, a 2010-batch IAS officer currently serving as the Administrative Secretary of the Labour and Employment Department in the Union Territory.
The incident reportedly occurred during a review meeting for "Mission YUVA," a government initiative aimed at youth employment and skill development.
According to the viral footage, Ranjan is seen visibly agitated, directing severe verbal abuse at Beenish Wani, a Jammu and Kashmir Administrative Service (JKAS) officer serving as the Assistant Director of Employment and Counselling in Ganderbal.
In the recording, the senior bureaucrat can be heard telling Wani, "You are bloody shit," and asserting, "I am your boss, stupid," before allegedly directing other officials to prepare her suspension order.
The leaked video has circulated rapidly across social media platforms, drawing sharp condemnation from civil servants, political leaders, and the public alike.
In response to the incident, the JKAS fraternity and various employees' welfare bodies have formally demanded an immediate and impartial probe into the alleged misconduct.
They have emphasized that such behavior not only violates the established code of conduct for civil servants but also creates a hostile and intimidating work environment for women in the bureaucracy.
This incident highlights a recurring concern regarding workplace dignity and the power dynamics within India's administrative framework.
While hierarchical structures are inherent to bureaucratic functioning, experts argue that authority must never be wielded to demean or harass subordinates, particularly female officers who already navigate significant systemic challenges.
The alleged threat of suspension over a professional disagreement further underscores the need for robust grievance redressal mechanisms that protect junior officials from arbitrary administrative retaliation.
Furthermore, the incident has reignited broader conversations about the strict implementation of the Prevention of Sexual Harassment (PoSH) guidelines within government offices.
Advocates for administrative reform emphasize that verbal and psychological abuse must be treated with the same severity as physical misconduct, requiring zero tolerance from the highest levels of the administration.
As the video continues to trend, pressure is mounting on the Jammu and Kashmir administration to take swift disciplinary action.
An official inquiry is expected to be initiated to verify the context of the meeting and determine the appropriate course of action against the erring officer.
For now, the incident serves as a stark reminder that the modernization of governance must be accompanied by a fundamental shift in administrative culture, ensuring that respect and professionalism remain non-negotiable standards in every official interaction.
